Honest Question re: Exchange Students (Tennessee and Kentucky)

Last year when we were trying to find host families for our exchange students we really didn't find many families interested in hosting until days before school started, and a few after school started. Of the many who applied that late, only one family managed to get a student, and they had wanted two. It wasn't because the other families didn't qualify or that we ran out of students. We still had plenty of terrific students "left over" and the families were wonderful. The problem was the schools couldn't take them that late; they'd either filled their quota or they wanted more advance warning. I hadn't stated posting here until I had become quite anxious about those "left overs"... 'round about late July, but every time I posted, I got at least one good response. So I figured if I posted here early, we'd get it done early, and not have the panic come July.

I've been posting now since January and I've had one person call with questions, one spam, and one offer of fundraising advice. I've not placed any kids yet. So far one of my reps has placed one student in Knoxville; that's it.

SO... the question is this:

WHY?

Is it the economy? I mean, if you've been thinking about hosting but have not made a move toward applying, what is holding you back? I really want to know. If I know what the problem is, then maybe I can address it, but right now I'm in the dark, and I'm worried.
